Thailand Approves $29 Billion Investment Wave as Data Center Demand Surges

Thailand's BOI approves nearly $29 billion in projects, led by TikTok's $25 billion data center expansion, signaling the country's emergence as a regional digital infrastructure hub.

Thailand's Board of Investment (BOI) has approved six major projects totaling 958 billion baht (approximately USD 29 billion), headlined by a massive data center expansion from TikTok System (Thailand) Co., Ltd. The approvals, made at a BOI Board meeting chaired by Deputy Prime Minister and Finance Minister Ekniti Nitithanprapas, underscore Thailand's growing attractiveness as a regional hub for data centers, cloud services, and AI-driven digital infrastructure.

The largest approved project is TikTok's investment of 842 billion baht (about USD 25 billion) to install additional servers and expand data storage and processing infrastructure across Bangkok, Samut Prakan, and Chachoengsao Province. This expansion supports rising demand for digital services and strengthens Thailand's role in regional digital infrastructure. Beyond core infrastructure, TikTok has committed to developing digital literacy and e-commerce curricula to create new business opportunities for Thai entrepreneurs and bolster the country's digital workforce.

Other approved data center projects include a 46 billion baht (USD 1.4 billion) investment by Skyline Data Center and Cloud Services Co., Ltd., part of the UAE-based DAMAC Group, located in Chachoengsao with an IT load of 200 megawatts. Singapore's Bridge Data Centres IIO (Thailand) Co., Ltd. will invest 24.6 billion baht (USD 746 million) in a Chonburi facility supporting 134 megawatts of IT load.

The remaining projects span renewable energy, circular economy, and resource-based industries. PureCycle (Thailand) Co., Ltd. will invest 8.18 billion baht (USD 248 million) in recycled plastic pellet production in Rayong, using technology exclusively licensed from P&G. Dan Khun Thot Wind One Co., Ltd. will invest 4.7 billion baht (USD 143 million) in an 89-megawatt wind power project in Nakhon Ratchasima. ASEAN Potash Chaiyaphum Plc. will invest 31.4 billion baht (USD 952 million) in potassium chloride production in Chaiyaphum.

To accelerate implementation, the BOI Board also selected nine additional projects worth 52 billion baht (USD 1.6 billion) for Thailand FastPass, a mechanism streamlining approval and permitting procedures. Combined with the first batch, the FastPass portfolio now includes 25 projects with a total investment of 223 billion baht (USD 6.8 billion). This initiative coordinates with multiple agencies to help strategic projects begin operations faster.

The Board also outlined steps to strengthen electricity readiness in collaboration with the Ministry of Energy and the Energy Regulatory Commission, focusing on urgent power supply needs, especially in the Eastern region. They directed accelerating Thailand's Power Development Plan (PDP) and advancing clean energy mechanisms, including Direct Renewable Power Purchase Agreements (Direct PPA) and Utility Green Tariff 2 (UGT2). Regulatory improvements are being considered to facilitate clean energy investment, such as easing licensing for foreign solar rooftop operators and clarifying rules for Independent Power Supply (IPS) arrangements.

BOI Secretary General Narit Therdsteerasukdi emphasized that Thailand is entering a new investment cycle where speed, power readiness, clean energy access, and skilled talent are decisive. He stated, 'The BOI is working with partner agencies to ensure that major projects can move from approval to operation as quickly as possible, while strengthening the infrastructure, workforce, supply chains and ecosystem needed for long-term growth in the digital economy.'
